DAYTON -- A Troy man accused of raping three children was allowed to adopt kids through a Dayton adoption agency.
Kenneth Brandt is currently facing 31counts of rape.
Forty-year old Brandt used the Dayton-based agency named Action to adopt children.
After an investigation, the state found Action violated several regulations, including allowing interns to conduct home visits alone.
However, no wrong-doing was found in its handling of Brandt's case. Action has submitted a corrective action plan to be monitored by the state.
