DAYTON -- A 53-year-old man was arrested for public indecency Thursday evening after police say he was masturbating in the Oregon District.
Dayton Police charged Armin M. Sayson after they said an officer saw him in a 1998 tan Toyota Corolla with his pants around his ankles and "making movements consistent with masturbating."
When questioned by police Sayson told them he had just had an argument with his wife.
Police asked if he had seen the people walking near his vehicle, which was in parking lot off East Fifth Street. He said that they couldn't see him.
He said he had done this before but not at this location. Police checked his record and confirmed Sayson had been convicted of public indecency in Fairborn.
